Unless I am missing something (and I did read the State Dept document), this only applies to people making modifications to guns for "export" to "foreign persons."  It basically extends the existing ITAR regulations on manufacturers who export arms and other defense items to people who modify arms with the intent to export them.

Don't get me wrong, I think the NRA is incredibly valuable in protecting our gun rights.  But there are two things they do that irritate me:  1)  Make any type of rule concerning guns sound like the sky is falling, and 2) Waste my money sending me endless renewal requests starting a barely week after I renew. 

I know they want to spin up the membership for extra money right before an election, but they need to be careful about "crying wolf" on things that are not actually restricting our gun rights.

I agree on the mail thing. I am a life member and still get the renewal stuff, you would think they could use a better data base.
